Libyan Customs Authority nominally manages customs. Two rival governments, Tripoli-based Government of National Unity (GNU) and eastern Libyan National Army (LNA), operate separate customs administrations. Arabic documentation required. Import licensing complex due to competing authorities. Central Bank letter of credit required but extremely difficult to obtain.

Rates 0-40% exist on paper but enforcement is minimal and inconsistent. No VAT system operational.

Where to obtain documents

Certificate of origin: Libyan Chamber of Commerce issues certificates. GAFTA (Greater Arab Free Trade Area) and Arab Maghreb Union certificates may apply. Consular legalization typically required. Which authority recognizes which certificates depends on the port of entry. Import licenses: Import license from Ministry of Economy. Alcohol and pork strictly prohibited (Islamic law). UN arms embargo in effect. Central Bank letter of credit required for many imports. Foreign currency access severely restricted, parallel market rates diverge significantly.
