Zimbabwe Revenue Authority (ZIMRA, zimra.co.zw) manages customs. ASYCUDA World electronic system. COMESA and SADC member. VAT at 15% on imports. Landlocked, imports mainly via Beira (Mozambique) or Durban (South Africa). Beitbridge border post (South Africa) is the busiest crossing in southern Africa. Forbes/Machipanda (Mozambique) and Chirundu (Zambia) also important. Customs duties 0-40% with many items at high protective rates.
CURRENCY INSTABILITY is the defining challenge. Zimbabwe has cycled through hyperinflation, dollarization, bond notes, ZiG (Zimbabwe Gold), customs valuation complicated by multiple currencies in circulation. ZIMRA customs is functional but bureaucratic. High protective duties (40% on many consumer goods). Beitbridge border post chronically congested, South Africa border crossing can take days. DHL, FedEx operate in Harare and Bulawayo. Postal mail 3-6 weeks. Transit via Beira or Durban adds time. Corruption reported at border posts. COMESA/SADC preferences help regional trade. Tobacco and mining exports fund imports.
