Andorra is not an EU member but has a customs union with the EU for industrial goods (no duty). Agricultural products are subject to Andorran tariffs. Goods enter primarily via Spain or France. Andorran Customs (Duana) processes declarations. No electronic customs system, paper-based for most shipments.
